THE MINUTES OF THE MEETING
TRIMDON FOUNDRY PARISH COUNCIL HELD IN THE COMMUNITY CENTRE, TRIMDON ON WEDNESDAY 21ST MARCH 2007

115. APOLOGIES FOR ABSENCE
Apologies for absence were submitted on behalf of Councillors J Freak, S A Mason, G Martin, D Chaytor and M Nicholls.

116. MINUTES OF THE LAST MEETING, a copy of which had been circulated to each Member, were confirmed as a true record.

117. POLICE MATTERS
An update on incidents within the Parish since the last meeting was given. Members again gave details of continued anti social behaviour being experienced in Beech Grove, and it was requested that this be placed on the Agenda for discussion at the next Streetsafe Meeting. Details were also given of speeding vehicles and motorcycles and particulars were given to the Police.

The District of Easington Street Wardens were in attendance at the meeting and it was suggested that a further leaflet drop be undertaken promoting their services.
RESOLVED that the information given be noted and any action suggested be taken up.

118. PLANNING MATTERS
PROPOSED 10 NO HOUSES AT LAND EAST OF CINNAMON DRIVE
FOR G WIMPEY
Details of this application had been received.
RESOLVED that strong objections be offered to this application based on traffic related issues bearing in mind the continued problems being experienced with the ongoing building works on this estate.
 
119. PROPOSED REDUNDANCY OF ST PAUL’S CHURCH
It was reported that a draft pastoral scheme with an initiative to move to redundancy of St Paul’s Church had been posted. The Parish Council did not want to see this Church close it’s doors and RESOLVED to object strongly to this proposal on the grounds of the village growing having more of a need for the Church and it providing important pastoral care for a village, as well as the monies invested by the Parish Council in the past on the church clock and layby provision.

RESOLVED that (i) an article be submitted to the Messenger on the initiative of the Parish Council to make a reward of £100.00 to anyone reporting incidents of vandalism; (ii) the model contract for use by the Clerk be considered by the Chairman and Vice Chairman to be clear on all matters contained and their implications for the Council, their recommendations be submitted to a future meeting; (iii) that the remainder of the information given, be noted.


121. MEMBER’S INDIVIDUAL REPORTS
Trimdon Messenger
It was reported that the Deaf Hill Regeneration Partnership had submitted items for inclusion in the Messenger.
Drainage at Beech Grove
It was confirmed that the land drainage works had now been completed.
Footpath behind Woodview
It was reported that there was water lying on this well used footpath. RESOLVED that this matter be taken up for action with the Local District of Easington Member.
Dusk to Dawn Lighting – PRIDE in Easington
This lighting scheme had now been complete, wit the efforts of the local Parish Council Member.
Water Supply to the Leisure Gardens
Feedback was given that many of the gardeners welcomed this suggestion, with sub meters being fitted for their use/payment.
Burials – St Paul’s Churchyard
It was asked of the Clerk what building restrictions there were on the use of burials grounds. RESOLVED that Clerk obtain advice on this issue.
Road Cleaning – Rear of Luke Street
It was asked that a request be made for the road sweeper to clean this area of road. RESOLVED that this be requested.
Parklands, School Houses – Erection of Fence
Members asked for progress with this issue.  The Clerk confirmed that a letter requesting a progress report from the Planning Section, District of Easington, had been requested.  Should no progress or reply be received it was felt that this should be pursued through other avenues such as the Local Government Ombudsman. RESOLVED that progress be awaited.
Citizens Advice Bureau
The Parish Council’s representative had attended the first meeting of the CAB only to report that they were in financial difficulty.  He would keep Members advised on discussions.
County Durham PCT
Further progress with this newly established body was given.
Ambulance Service
Further progress was given on this matter.

122. CLERK’S REPORT
Firework Display – Village Event
Consideration was given to the two proposals submitted to carry put the organized display on the Parishes behalf.
RESOLVED approval be given for the display to be held on Sunday 4th November 2007 at 6.00pm, and an order be placed with Reaction Fireworks for a 15 minute display at the cost of £2,500 plus vat.  FURTHER RESOLVED that endorsement of action taken in inviting Jubilee Caterers to come along on the night, be given.
Seated Area to the Front of the Units
NEDL were to connect the electricity supply on 29th & 30th March 2007.
Cemetery Pipework
The Clerk had spoken to farmer and the owners of the field and was to arrange to meet on site to discuss the works in detail.
Road Traffic Schemes
The schemes for mini roundabouts on Station Road and speed humps in Windsor Street had been submitted to DCC.
Stakeholder Event – District of Easington Play Strategy
It was reported the next meeting is to be held on 24th April 2007 at Seaton Holme 10.00 – 12 noon.
Membership of the Society of Local Council Clerks
An invitation had been received for the Council to take up membership for the Clerk of the SLCC. The annual subscription was £65.00 for 2007; no budget provision had been made for this. RESOLVED that the Clerk find out further information as to what were the benefits in joining the SLCC.
Trimdon Station Residents Association
A letter expressing their sincere thanks to the Parish Council for the donation made towards their Children’s Christmas Party had been received.  RESOLVED the letter be received.
Contract Renewal – District of Easington
RESOLVED the action taken by the Clerk in arranging for the contracts with the District of Easington for works as detailed in the report, due on 1st April 2007, be endorsed.

RESOLVED that the accounts as listed totaling £10,739.85 be passed for payment.

124. DRAFT RISK ASSESSMENT
Members were circulated with a draft risk assessment for the Parish Council. This was to be a “living” document that would be amended and changed as and when necessary. RESOLVED that the document be approved and any changes be reported to Committee for consideration, approval and adoption.

125. NOTICES OF MEETINGS
RESOLVED
that the details of these meetings be noted:-
(a) Meeting on site at Margaret Terrace, Tuesday 20th March 2007 at 2.15pm, with DCC – Traffic Matters- cancelled (to be rearranged)
(b) Joint Trimdon Partnership, Wednesday 28th March 2007 at 6.00pm, Trimdon Colliery Community Centre
(c) Consultation regarding the adoption of a Dog Control Order for the District of Easington, Consultative Meeting on 22nd March 2007
(d) West Area Forum, 4th April 2007, Wheatley Hill
